Population Reallocation Methods to Support Emergency Evacuation Planning

The U.S. Census, first conducted in 1790, was devised to count the residential population for the purpose of Congressional representation. Today the census data are being used for disaster management planning. It wasn’t until the 2000 census that night-time and daytime populations were reported. In this article David Haynes and Marc P.
