Population Reallocation Methods to Support Emergency Evacuation Planning

Today the census data are being used for disaster management planning. It wasn’t until the 2000 census that night-time and daytime populations were reported. In this article David Haynes and Marc P. Armstrong explain their method for creating time-based population distribution.
